Depending on the finish, I've also had really good luck with engine de-greaser. I had a piece of wood that was filthy with age, grease and grime, etc. -- non-boat project that I doused with engine de-greaser on a whim. It removed all of the grime, etc as well as the finish. Which was great for me. The original finish was most likely tongue oil and varnish.

A multi oscillating tool with a straight blade attachment may help. It was super helpful when I removed a deck mounted skylight on my boat. The triangular sanding attachment was also helpful after removing the bulk area of old sealant with the blade.. No doubt, saved hours of hand scraping & sanding.
