What's the light by the spreaders called? Why is it there?

Those cheek blocks on the boom are there to provide turn points for your reefing lines.

Any idea why two different types? Is that just my ocd giving me trouble?

It's called a steaming light to be used when you're under power, irrespective of whether your sails are up or down.

Who knows what constraints (mental or economical) the previous owner was working under?

In Google images, search for "reefing", "slab reefing", "jiffy reefing", "single line reefing", etc..

Pearson p26 exterior before. https://imgur.com/gallery/EFq6d. So I got more pictures around. There's problems.... Broken gel around chainplate. Transom looks bad. Trim peices. Being able to find or fab those parts.
