AC/DC power panels

My point was that I don't need a breaker at all in some cases.

In that case, would you be running wires directly to the batteries?
Beyond the obvious benefits of the protection afforded by the breakers, we find the panel is a convenient place to cut the power to all points of the ship by flipping all but non essential breakers when leaving the ship. We have 3 panels, 1 AC and 2 DC, each with 20 breakers.
