Back to the drawing board.

the outboard motor was pointed straight ahead so as not to affect the steering
The outboard motor could be the culprit. You should be able to raise it with the mounting bracket.

Then lilt it so the leg and prop are clear of the water.
Even if this is not causing your steering problem , it is considered "bad form" to sail with the leg in the water.

P.S. I would not tow the boat with the motor mounted as per photo.

Well heck, I didn't know it did that!

There are a few settings on the lower part of the motor that I really have no idea what they do. What do I push / pull to make the thing tilt?

Every time I come to SBO, I learn something so you are not alone.

I am guessing 10 - 15 HP (number 12 down from the top.) these engines share a lot of similarities even if the capacity is not the same.
Download from here and go to page 30. there is a description of the tilt mechanism.

If you have either a Nissan, Mercury or Tohatsu, they all are built by Tohatsu and manuals are the same. As for Bigfoot, no such mfg. what does it say on the cowling? You should be able to access those manuals from the mfg website

As for the hull number the one stated is not it. Assuming the boat is state registered, look on the registration for it.

Sorry the motor is definitely a Mercury but Bigfoot is part of the model name.

I hit the Adobe icon on the view column and and it downloaded, for free. Don't tell them that there might be a minor flaw in their business model

Update: I went sailing this weekend and tried to deal with the lee helm by letting the jib loose. That helped in some cases but I still had the issue. I will now start looking at the thread for rig tuning.
