That's kind of what I figured so when the opportunity came up to ask the question, I put it out there. Most of the wiring I see in the HVAC industry is not tinned & it's also a pretty hostile environment.

It would seem to me the wire should only be exposed to humidity and the insulation quality (water permeability ? ) seems to vary pretty widely
On the J24 the 1981 stuff they used was completely useless and black through out by 2007 if NOT a lot sooner
On the 1970 Cal 29 while the wiring was super hacked up and all replaced BUT the wire seemed of MUCH better quality

It is the propane locker design
Forget about the wiring, look at the solenoid - badly corroded. The manufacturer hasn't done a good job of designing that propane locker. Solenoid and propane fittings aren't designed for that kind of exposure.

Many manufacturers do "get it" and do things the right way but production builders are forced by the market they sell into to make cost/quality/price calculations and the resulting "compromises"..
Below is an example of one builder in Maine who uses nothing but tinned UL1423 marine wire and FTZ factory made adhesive lined polyolefin heat shrink connectors. Just this ONE bus of neg crimp connectors probably cost as much as all the cheap connectors used in a typical 40' production boat...
You CAN buy quality but as has been pointed out you'll pay for it and this level of electrical work is not going to happen at the low end of production boat pricing...
