Maybe it is just meant to be a cover for a hole that was made for whatever reason. It obviously needs replacing so take it out and see what exactly is underneath and if some work was done there.

If that's the case, it would seem several people made the same mistake in the same spot. See the two pic's I posted above, and there's more. I wonder if a dealer was installing those for some reason. Maybe for whatever reason a PO needed to drill an access hole in the floor or cover some damage, and used that plug as the most convent way to cover it up.
Occam would suggest so.
