What is the worst Sailing State?

Two suggestions for considerations:
1. Weight the factors in some way
2. Include sailing conditions, specifically wind strength and presence.

Other items may shed some light to a state desirability

Couple just off the top of my head:
boat registrations per capita
miles of shoreline
number of marinas or boat ramps
number of boat dealers
where are the West Marine Stores I am taking for granted they build the stores where the boats are

I could sail there, but I'm afraid that by the time I made it, I'd have to dog sled home

Many people did. Quite a few sailing vessels. The list here does not include anything beyond 2015.
