My first thought was similar to emergpa1's response. From what I know, that's not a proper through hull fitting seacock. It looks like it's regular house plumbing. Retrofitting with a proper seacock is probably what emergpa1 is suggesting.

Here is my valve, is it just a quarter turn?

No, that is a gate valve. You can not tell by looking at it if it is closed or open.
A quarter turn valve has a straight handle. Turn it in line with the valve and it is open. Turn it 90 deg to valve and it is closed.

I don't have a lot of experience with hoses but that looks like a flex hose with a hard plastic end that is hose clamped to the valve? Is that normal?

What's behind that inspection plate. I don't think I have one on mine. Does it go back to the engine compartment?
That goes directly under the starboard side cockpit seat, right above the fresh water tank. Not sure of its purpose?

Yikes, that wasn't the reaction I was hoping for. Unfortunately I'm slipped, and don't have a trailer option unless I find someone at the marina who has one to borrow.

If your reaction was due to the condition it appears to be in...it's not that bad. It had a dirt dobber nest on the top of it, so it just needs to be cleaned. Almost to that side of the boat.
Then if it turns easily and feels like it open and closes well, give it a shot, but that thru hull is below the waterline and needs to be replaced with a proper thru hull and sea cock unless you are sailing without children and in a small shallow lake and you could easily get to shore if it sinks your boat.
And don't put anything under there. It could slide around and break it off. ESP if it is weakened from corrosion. It could be corroded and weakened on the inside (which is where the water and electrolysis occurs and does its damage). If the valve seems frozen that is likely the place. Did you read the website about seacocks?
