Ahoy! Novice sailor that has recently purchased a 2007 W.D. Schock Harbor 14 seeking others within the sailing community that can give opinion/advise regarding this little boat. I am especially wondering how tight the standing rigging should be (i.e. furler stay (forestay) and shrouds).

Congratulations on your new boat.
Is this boat from a previous owner? Are they around to ask? Was a manual provided?

In general terms most 14 boats want their rig snug not guitar string tight. The rigging is designed to maintain the mast in a vertical orientation. When you are on a tack the upwind stay will be under strain and be tight so that if you pluck it you can hear it vibrate. The Lee stay will be loose not floppy. The mast should be vertical side to side.

The fore stay will be similar but will allow the mast to be raked a few degrees towards the stern.

This is just general info. You can experiment to see what gives you best speed. You can also call the builder and ask their opinion.
