The problem with buffing using an abrasive compound is that no matter how careful you are, you open up micro scratches and the vinyl becomes prone to fogging in high humidity unless you are VERY diligent with protectant to keep it sealed. IMO, if the view is compromised, this is a hazard to navigation and the vinyl needs replaced. And I'm a cheapskate. Cover it. Maintain it carefully. And when it is due, it is due.
