Two things can cause such as what you describe:
1. Jib halyard tension is too tight causing the top and bottom swivels to 'bind' which will increase friction in the bearings.
OR.......
2. Look at the 'lead angle' that the jib halyard makes with the top swivel. If the top swivel is not almost all the way at the very top of the foil, the important 'lead angle' will be 'out of spec' and the improper angle (of the halyard TO the top swivel) will cause periodic and occasional 'binding' (which prevents 'free rotation' of the jib's luff on the foil !!!). The remedy is twofold (your choice) ...
REMEDY A:
• disconnect the bottom swivel from the tack of the sail and raise the sail fully on the foil (dont jam it in the 'top')
• precisely measure the distance between the now raised tack of the sail and the shackle on the bottom swivel.
• make up a rope (or cable) 'pendent' of the measured distance ..... LESS 2 inches and put between the head of the sail and top-swivel.
(If you add 'luff tension' via the halyard to 'shape' the sail ... deduct this amount of luff tension strain from the "measured distance less 2 inches", etc. ... you want the top swivel to be AT or very near the top of the foil when the luff is under maximum halyard strain.)
.... the top swivel MUST be very near the top of the foil or it will 'toggle' and partly jam ..... on 'most' furler systems.
REMEDY B.
If 2a doesnt solve the problem, then install a 'diverter block' on the mast just above the level of the top swivel .... consult your furler installation manual for 'exact' dimensions of where the 'diverter block' should be located.
..... and now your furler will operate much 'smoother' and without periodic 'apparent binding' when 'furling' the sail too.
