Tiller mount damages fiberglass

I've seen stainless chafe guards used in areas where sheets have worn through the gel coat - not something very unusual in older boats. I would think that would work there. You might need to do come repair work first.

This is when the tiller is in the stowed position?

To answer your question, probably not. However you could fabricate a piece of wood or some plastic like Starboard to protect the glass.

I would use some L channel plastic. Preferably with UV inhibitors built in. It would hide the damage

Cut the fiberglass back such that the tiller does not rest on it when laying aft. You can strengthen the edge by glassing several layers of glass from underside and painting.
