Whoever installed that valve must own a caulking business. There should be none visible if done properly.

If that was my boat I would put it on the hard as soon as possible and remove it and replace it. This is not installed properly. Where are the bolts to secure the valve?

Here is a photo of the valve that I cannot close.

That looks like the same valve as used for your head discharge. These are notorious for sticking and the handle breaking off easily.
