Recently downstate, I was hailing marinas on 16, but the local dockside experts informed me that 16 was only to be used as an emergency channel....plz hail on 9. Sigh.......

Hailing is
allowed, but 16 should be cleared for emergency as soon as practical by switching to another working channel.
My radio was always "checked by response" by the CSX Railroad Swing bridge tender, hailed for bridge opening, on FM 16 for years. A new marina was recently opened on the inland side of the RR bridge. The 16 traffic increased so much, the USCG requested CSX to switch to FM 13 and MONITOR
BOTH 16 & 13.
As a side note on the above link, I looked up the term
pan-pan use for emergency radio break by USCG. That is French, but in Spanish means "Bread-Bread"

I would guess the following emergency breaks would work too...
1) Mayday Mayday
2) OMG I need help
3) I am about to die.
4) Help!
5) We are sinking

PS: Remember to listen before Hailing on 16. Three hails without response usually means they are not listening.
