Chris, How are you? Finally replaced the CAL 21?
If you are moving your 28 home for the Winter, it will go much easier with the mast UN-stepped <GRIN!> To raise the mast up into it's position for sailing it is stepped (because it is then "on the step"), lowering the mast is unstepping it.
Anyway, most people seem to lay the mast down either onto a set of wooden supports resting on the deck that will hold the mast above the bow and stern rails, or for short distances, you could just lay the mast down on the rails. Tie the mast off to the deck cleats using docklines. I'd suggest a third support amidships as well (got away without that on the CAL 21, but the O 28 mast is a bit heavier!)

Winterizing: I'd be sure the water system is drained, carefully blow out the lines with air pressure if possible, otherwise (and maybe simpler?) would be to drain the water tank down, then run some non-toxic antifreeze through the lines. Same with the head, there should be a drainplug on the bottom of the head (based on our old Raritan Compact Head we had on "NODROG") ,that will completely drain any water out of the piping and bowl, pump some Non-Toxic AF through the pump to be sure (we never did that, but never had a problem?). The manual for the engine should list proper winterizing procedure, or have the yard do it. If you can remove the cushions from the boat for the Winter and store them in your house, great, if not leave them in a position that allow air to circulate around them to prevent mildew. Allow for good ventilation through your winter cover, maybe leave hatches slightly open under cover if the storage yard is secure. I'm here if you need help/advice!
