Your tentioner wheel is probably dirty. Take the drive assembly off the steering wheel. There are several rubber wheels that run in a groove that holds the two halves together. With a flat tip screwdriver, gently pry up on one side over a wheel. Once one wheel is out, the whole thing comes apart in two halves. Find the flat cover plate that holds the tentioner in. Remove the phillips head screws and the plate. Clean the roller and drive gear. If the tentioner wheel has any binding, lube the center shaft with a tiny bit of white lube grease, but don't get any on the outside of the wheel or the drive gear. Re-assemble and problem should go away.
