I think you are looking for an "ORION Safety Blaster Horn". I got mine at Stevenston Marine in Richmond. Give them a call at 604 277 7031 It is in the paper catalog but could not find it on the web site. Nika probably has it also.

Seems to me west marine sells a horn as someone mentioned earlier that has a pump. I think it's called an Eco-horn
