In 2005 we rented a canal boat in Belgium. Black water went straight into the canal. That boat was not allowed into Dutch waters where discharge of grey water was not allowed.

John, like in other places it is based on who's territorial waters you are in. What flag your boat flies does not factor. All of Turkey is off limits for grey-water dumping. Big fines reported. Other places as well (harbors in Croatia for instance), but like Turkey (and the proposed legislation in the Great lakes) they worry on the effect on tourism.

The tricky part is that the rules and laws are in flux. And subject to local interpretation. In most places they worry about the harbors, small bay anchorages and marinas, and tell you (but not in writing!) that its OK a mile or so offshore. Many new European boats are being designed to grey water systems to accommodate. It's going to take awhile to sort out.

Good to know about Dutch canals. Add that to the list.
