Seward 23 self tending jib. bigpapaporsche, this is the best description of it it that I found. From the description and the pulley on the jib clew it sounds like a line traveler.
"My Seaward Fox has a self tacking jib. They set up up by using one line from the cleat on port, up to the eye on the cabin side, up to the pulley on the jib clew and back to the eye on starboard then back to the other cleat on Starboard. The jib did have a batten, but I think it was mostly for maintain shape off wind.
This system worked very well and was cheap."

I can think of ways of tweaking this, like tying the pulley to a short line 1-2ft long to the clew for example.
