Here the thread I posted last week.For the position of the throttle handle linkage arm, if looking at it from the side, idle position is at 8 o'clock and full throttle around 10 o'clock. The clevis is screw down till the threads just show from it's top. Then adjust the the cable using the clamp in the tube to get that 8 to 10 movement and lock down the clamp. the final adjustment is made at the engine by tighting or looseing the threaded rod into the clevis. Make sure you get full open on that lever. Set idle at 800 rpm's. Hope this helps.
