Witzend-my thoughts on the pss seal are; it is a proven design that would be difficult to improve upon and near impossible to prove that your design would work better than how it is designed right now. If you want to improve upon something you have to come up with something that has a significant measurable difference. The pss seal already works so well, even if you did have something better it would take 1/4 of a lifetime to prove it.
(I know you are not talking about it, but briniging a product to market has little to do with how well it works.) The great idea is about 10%. Having it produced economically is about 10% and marketing is about 95%!
However, without bringing this to thousands of people over 20 years you would never be able to prove it is a better idea.

My number one priority of things that need improvement are dripless oil filter changes. I have seen a few but none are ideal.

I wonder how Toyota engineers felt about there accelerator systems before the latest debockle.

So, how do you design a floating collar that will deal with the vibrational movement and still seal?

To address your concerns regarding any possibility of the floating collar sticking to the bearing, the spring could also be keyed to the floating collar.
The exposed area of the spring is much less that the bellows, so in my mind it is less risk.
Straight answer to design of floating collar which deals with vibrational movement is to use a bellows!!

Keying the collar to a spring is simply asking for trouble. I had a 'Deep Sea Seals' which is the predecessor to the PSS. After not being used for 3 months the carbon face of one half of the seal had somehow bonded to the stainless face of the other part.
Of course this went unnoticed until I started up and put her into gear. The bellows rotated and moved up the shaft and allowed the boat to fill with water. I first realised I was in trouble when I was at sea and looking down into the cabin I saw my new sailing shoes come floating towards me
BTW: The Deep Sea Seals gland has the bellows on the prop shaft and the stainless part on the log tube; but otherwise is the same principal - though thinner wall bellows than PSS.

Changed to the PSS type the very next day!

I imagine they felt great about it and still do.
The peddle that's giving the problem was the one that was "redesigned" by the Canadian supplier to make manufacture easier/cheaper!
The Japanese peddles aren't being recalled!

I just punch a nail to the oil filter and let it drain into a cup before spinning it off. Very little oil drip.

There is no drip using a suction oil change tool from the dipstick tube.

The supplier is Indiana, USA based CTS Corp. and the problem part was manufactured at its plant in Mississauga, just west of Toronto. I am not sure the poor smucks in Canada can change the design without the headoffice approval.

It wasn't poor workmanship. The design was faulty because it is cheaper to make.
The Japanese manufactured part was based on a different design but cost more to make.

It's all about money. Ultimately it is Toyota headoffice that's accountable.

The main reason ya want the compliant part (bellows) to be stationary is that any angular misalignment (there always is some) between the shaft and the log will result in one deflection and then during running, it does not constantly flex in/out which eventually causes a fatigue failure.. Sealing a non compliant part to a rotating shaft is easy.. Conversely, the compliant part on the rotating shaft will have to cycle every revolution to accomodate the misalignment. It is more difficult to seal because of all the motion.

Kloudie1, you have articulated a problem with my approach well.
I still don't like their design regardless of the sucess some have had with it for the reasons I have already stated.

I agree, Witzend.. I still have a conventional packing box.. it isn't broke and I won't fix it..
