You don't say what type of boat you have
but I encountered the same thing on our Oday 34 over this winter. I bought a new stainless steel prop shaft, for under $250, and took advantage of the occasion to replace the packing gland with a dripless system as well. To answer your question directly, my old shaft was badly worn in the packing gland area, but I was still able to adjust it to minimize the drips. My old shaft was slightly bent as well, and I needed to replace the cutless bearing, which all contributed to my decision to replace.

If the scoring is very shallow with no distinct ridges you can probably get away with new packing. However if the boat lives in the water all summer and the gland leaks too much it can sink. My call is a close inspection first, if you just repack be very watchful. If you decide to change the shaft check everything as if it were a new engine installation.

Can be remedied .....
If the scoring is 'shallow' and there is no evidence of 'galling' (chunks of metal missing), then the shaft can be 'dressed' back to shape by a machinist ... the shaft is put into a lathe, emory cloth etc. is used to polish out the shallow grooves, etc. Why do the grooves need to be polished out? ... the engine sits on 'soft' mounts and with varying thrust conditions the shaft will move back and forth in the stuffing box ... and those grooves will both abrade any new packing and will be of 'variable geometry' versus sealing the water out as the shaft moves back and forth in the stuffing box. Surface roughness is incompatible with packing as it will continually abrade it. If you have the chance, pull the shaft and repolish the journal surfaces.

This can be fixed

This will move your worn shaft back about 1 inch and put the wear inside the male end of the stuffing box. $$

Same problem ...
Good suggestions Main Sail ... I did all three of those things over the winter! ('87 Hunter Legend 35) The root of my problem was the motor mounts had sagged over the years. This caused regular premature wear on the cutless and the shaft at that point. The shaft also knocked and rubbed against the shaft log (due to the miss-alignment). The stuffing box (original from Hunter) was also in bad shape, and the shaft (bronze) was badly worn down around the stuffing area too. In all, the shaft had 3 spots where it was significantly worn down. Even with a new cutless, it was a loose fit. Anyway .... I shimmed up the engine mounts a little and got the engine properly centered going through the shaft log, cut the old shaft out (didn't fit past rudder), and figured that while I had everything apart, I'd put in a flex coupling and a PSS shaft seal. A point to note is that I had to cut the old shaft out because it would not slide past the rudder, but once the cutless was removed, I WAS able to just barely slide the new shaft by the rudder. Once everything was in place, I slid a new cutless over the end of the shaft and locked everything in place. It saved digging a hole for the rudder (impossible where I was), or removing the strut. With one of those cutless removal contraptions that let you remove it with the shaft in place, then I wouldn't have had to cut the old shaft out. Launch is in 2 weeks, and I'm hoping for a smooth ride and no leaks! Chris

I was lucky
I had the same problem over the winter, I replaced the motor mounts, the transmission, and put in a PSS dripless seal. I was lucky though, my shaft wasn't scored so it didn't need replacement. It's funny how the motor mounts going bad can cause so much damage.

A possible inexpensive fix
If your stuffing box is mounted using a shaft log hose, you could go out and pick up a new hose and cut it slightly shorter than the original so the packing is riding on a spot on the shaft with no wear. Also you may gain a little piece of mind (for a few years anyway) not having to worry about an old hose rupturing and sinking your boat. Total cost is probably under $20 (I just changed mine and it was $11 not including hose clamps). Manny

Dripless packing from West Marine
Is a puddy like stuff that fills even very deep shaft scores .My shaft was ripped up real bad .The WM puddy lasted 4 years , then i changed the shaft becouse the yard bent it pulling the boat . The strap was on the shaft .My bilge has been dry for years. I had no reason to change the packing gland. John
