If they are not broken, you can replace the knobs. The SBO store sells them. The old ones had a metal insert. You may need to use vice grips to remove them. The new ones will NOT have the insert and can be easily replaced.

If your dogs won't tighten that is one issue. Then there are the old, rotten rubber gaskets. Those can also be replaced. The seal between the portlight frame and the fiberglas can leak, especially if there is water in the core. So you really need to know the reason.
By the way, your portlights are the Grays unless upgraded by a previous owner.
