Pipe fittings/engine cooling

I was replacing all of the cooling lines on my 5411 only to find that the previous owner had used multiple size hose and that most of the hoses were just clamped to a pipe nipple. So, does anyone know where I can get straight and elbow pipe barbs that are 3/8" pipe thread to ½" hose? I think I should use bronze, but to this point I can’t even find brass. A related question, the output from the water pump goes to the bottom front of the block through a petcock, why? I can see no earthly reason to ever close the valve and I am concerned about the additional constriction. My present plan is to get rid of it.

The fittings can be found at any plumbing supply store, in bronze or brass. I believe the petcock is to drain the system if wanted. I replaced my 1979 5411 with a 198? Universal M-18 (14hp).
