Hi Jon, check your throttle linkage rack..

to make sure it travels stop to stop. Also, with the engine warm and in neutral, does the engine reach maximum rated RPM? If these check okay marine growth on the prop and shaft can reduce engine power. Terry

Any other symptoms?

Are you looking at a tack or listening by ear? If it's leaving a black streak behind the boat it could be a number of things; mixing elbow, fuel filter, air leak in fuel line, dirty hull, wrong prop pitch, boat overloaded, overtightened shaft packing, transmission- hope not. Start by checking if it reaches full rpm's in neutral, then go from there. After that throttle up to full power tied up at the slip and see what it does. If it only does it while out running look at prop or hull fouling or prop pitch. If the linkage is working like Terry said, start with the fuel system first.

All good answers...

but I would say don't be misled by what the rpm's get to while tied in the slip...my 29.5 will not go above 2800 when tied up, and will rev to 3300/3400 when out in the open with a clean prop and clean bottome. I'd start there first of all. How long have you had the boat? The other guys answers make good sense. Pick one, check it out, eliminate it and go onto the next. Good luck
