Outhaul Tension

I have a full batten main and it doesn't come down all the way. Does
the outhaul tension have an effect on how the sail comes down?

Not much, since it pulls the foot. Try cleaning & lubing your sail track. Could also replace your slugs.

Not sure this is your problem.... But full batten mains are notorious for binding slugs in the track. Most sailmakers recommend an external track system to prevent this. We use the Tides Marine SailTrack on both our boats and love it. No binding at all.

Ditto Jackdaw and cleaning the sail track. usually, the difficulty is the battens twisting causing the slug (or slide) to bind in the track as it falls, When it does, it causes a cascade effect as the batten droops and the other battens pile up. i put on Tide system articulated batten cars this year. It made a very big difference. (I did not put on the track figuring I would try just the pockets first. At this time, I am satisfied.)

If your boom angle is less than 90 degrees then consider the following:
the distance between the clew and the boom is shorter than the foot
to lower the sail you have to stretch the sail that lies between the tack and the horizontal projection of the boom end.
This is not that big an issue until you get to a boom angle of less than 80 degrees
The solution is a jack line attaching the luft to the mast for that porting below the horizontal projection of the boom end. think of it as a non attached luft bolt rope.
And yes you can slack the outhaul as a solution also.
