Those are called "exit blocks"..... You have not made any mention of where a line might be routed under the deck... that would be your first clue. Did the boat come with spinnaker gear? Maybe the spin sheets run to a block at the stern then under the deck to the exit blocks and out to the winch.... that's weird though... and totally unnecessary since the jibsheets will be out of the way if you're flying the spinnaker. The exit blocks are in a good position for spinnaker sheet "twings"... but I just can't imagine going to all that work when a simple deck mounted eye strap or padeye would be more than adequate. The aft cleats are not really positioned for an efficient tiller lock....but I've seen them on a few other V21's.... So there's obviously a common purpose.. keep looking at pictures... try "sailing texas" website. Good luck.

Don't look related to the operation of the boat; perhaps a top, sunshade or tarp. Where do they lead to? A downhaul line to drop head sail?

I ended up rigging the spinnaker sheets through the aft blocks and out the forward blocks then back to the winches and it performed great down wind.

I put pieces of hose on any of the protruding hardware to keep the sheets from chafing on them.

I think i will still do away with this setup though as it allows for a leak point if the boat is in the weather.

Did you sail This v21 with both the jib and gennoa as shown in the picture? If so What is the benefit in that?
That shot was for the ad.
You can see the for sale sign on the boat.

I used the inner jib in heavier wind. I could leave it hanked with the tack disconnected and the sail bungeed around the mast. I had a down haul for the genoa. When the wind picked up I and could quickly drop the genoa and take the tack of the jib to the deck plate.
