Moisture levels in the hulls

Hi Friends I am getting back into sailing after some time and looking at many different boats. One of the boats that I recently looked at had a recent survey that indicated moisture in the hulls. The owner reported that the levels were elevated as the surveyor took the reading immediately after the boat had been removed from the water, not allowing the hulls to dry off. Question 1: Is this a logical explanation or is he covering for a major problem with the boat? Question 2: Is moisture in the hulls a reasonably fixable issue? Any advice would be appreciated!

I couldn't find...

I couldn't find what I was looking for after I goggled "moisture meter," however I do recall several threads and posts and web sites discussing moisture meters and their accuracy. It turns out that a moisture reading from the meter may not be as accurate as you would believe. There are a lot of "knowledgeable" folks in the marine industry, who really know diddly squat, but they have a demeanour which suggests otherwise. I can recall a chap working on my boat when a woman came over who does a lot of work on boats at that marina. She banged and hammered on my boats hull, look and critiqued various aspects of it, declaring my Catalina 27 was made in Canada (the early Canadian made Catalina's are considered not as good as the California boats). Her demeanour was authoritative and knowledgeable, I could have easily believed her. The gentleman working on the boat said - "I don't think so, this is a California boat." The woman gets uppity and says how does he know; his reply - "Says so on the builders plate." Another guy who had worked on the boat just before I bought it declared he could fix most anything I needed doing. Well the bow was a bit beat up and I didn't want to take my new "used" boat into a marina and have the people around me think I was a lousy "docker" so I asked him to clean up the bow. When I came back he has sanded down the correct areas, filled them in, then declared he didn't know how to match the paint. Another guy put in a new head for me, another knowledgeable guy. When he was done, the new head leaked from three places. I've learnt to research the topic at hand in dealing with my boat; so in your case, research water in the hull and see if your case is "critical;" which it probably isn't.
