I can fix metal rust by sanding and painting with rust converter. Is there something similar to metal for wood? I've some area in wood that was water soaked and weathered. I can dry it but is there any chemical/paint I can use to seal it to so it won't soak in water and rot or deteriorate further?

Borate. You still need to seal it to prevent wash-out, but if there is enough borate, even damp wood will not rot.

I typically rip out rotted wood and replace....
You repair wood like you would treat a "wound". Once you have done @rgranger suggestion, you then at the "antiseptic". (not in Git-Rot).
Borate is natures own anti-rot, but there are several forms of borate. This is the "professional" grade for the lowest price.

You can use Twenty Mule Team Borax, but not the same Borate.

Or a Copper based wood penetrant. like

Then depending on final need/use there are many epoxy fillers to do the excellent guide shown by @rgranger 's 2nd link.

Then the problem solving....
What caused start of the rot? Constant dripping water, removal of a protective water barrier, like paint, abrasion, dry rot, etc.
Stop that or it will occur again.
