mercury 3.3

Hi all ,I have a mercury 3.3 as an aux on my boat .
It went well, now it starts and once I put it in gear it starts to flutter and then stops.
you can restart and rev it up but still dies when put into gear.
I have had the carb off and cleaned, the fuel tap replaced and the hose as well , new plug, replaced the "o" on the carb and reset the float level as per the manual
What else can it be

Check the spark plug gap.

Being the local champ of field stripping a 3.3 carb in my dinghy (at least a half dozen times), I would not assume the jet is in fact clean. If it will run with the choke out 50% or so, it may warrant a new tear down and thorough cleaning including removing the jet. Of course, I know you disposed of the fuel, cleaned the tank, and cleared the mesh 'filter'. Good luck! After I used only clean fuel and always used Sta-Bil, no further problems.
