not sure what winch you are referring to.... a photo is a great asset to to a post like this so we can see a bit of what you are seeing.....
if its the keel winch, it can be replaced for about 40 dollars. but if its all the way up, of course it wont move anymore and to crank it down, the clutch could be a bit rusted to the plates. you may have to put a bit of force to it in a counterclockwise direction to get it to move..... or maybe the crank handle could be rusted to the clutching threads on the shaft.... use some PB blaster on it for a few days and try it again..... or replace it and the cable.
if it is just the sheet winches on either side of the boat, they are very easily disassembled, cleaned and lubed..... and simple to reassemble.
if its the trailer winch you are referring to, it can be replaced for about 40 dollars with a new one.....
if you have any other winch on the boat it will be a Previous Owner add on and we need more information to be able to make any assesment...
