New to me, 87 Catalina 27-T with a Universal M-18. Low rpm on motor, top under power is 2600. Seems to me it ought to go higher. Posibilities include PO installed new throtal lever and therfor may be out of adjustmet or the exhaust may be restricted. My first boat diesal, what do you think? What to look for? Motor has no over heating issues.

If the engine won't pull 3200 something is not right. The engine could be tired, or the prop is wrong, or the bottom is dirty.

tac may not be correct
I have read the tacs are often incorrect. You should cruise at 5.5 knots with no hardship on the engine{say 75% throttle} and 6.3 to 6.5 knots at WOT.
