Can't turn it around as there is a small pin and a large pin. If it was turned around, the mast would be backwards. As you said though, I never heard anyone say anything about balance issues.
I tried to find info on all this before I posted and as I said, never read of lee helm issues in any reviews or people talking about their 25's. Mine is a 77 and probably has the original rudder. I plan on being out on the boat this weekend and the winds should be over 10kts, so this would be a good test I think. As has been said, I may just have to live with it for now.

It has been discussed on such forums
as this. No it is not going to be found in
print. But obviously, the designers and
O'Day himself knew of a balance issue
and tried several things to fit it. Some
things have been mentioned but I am
sure with the knowledge and experience
at O'Day others ideas were tested.
Understand the issue never made the
boat unsafe. Just you had to keep your
hand on tiller... And sailors who like tiller
sailboats do that anyway...
