Leak near stern (early C-27)

We’ve sealed up the major leaks in our boat, so now the little ones are more apparent. The boat is a standard layout 1973 Catalina 27. The current leak of interest seems to be coming in at the very stern in the vicinity of the stern locker drain. That drain is not original on our boat. There appears to be a 1 inch diameter bronze pipe crudely expoxyed between the base of the locker and the transom. If one shines a light inside at the very back of the engine compartment there is just a blob of body filler looking stuff where the pipe is located. When we are sailing or motoring at speed, especially if there are several people on board, this pipe is entirely under water and the stern locker has a couple of inches of water in the bottom. This is when leakage occurs – not really fast, but at a rate that in a few hours there is enough water under the engine that we need to sponge it up or it eventually flows unto the floor below. I am wondering: Is this a problem area in other C-27s of that vintage? How was the stern locker originally designed to drain? If other people have had this problem, what have they done about it?
