Hi Jim! I had the same idea to make it this way. this method will be practical as long as we are in our home base (as you said) but won't help us while cruising the med.

Do the reverse then.

Pre-Tie your Stern cleat and leave the bitter end accessible.
Then toss it ashore for final position.

Hang your line like this or other easy spot.

Right Jim ! I believe that will be the ultimate solution in order not to make any critical changes that may hurt the boat construction.
Just for my curiosity I'll try to get HM angeniring opinion.

MAYBE USE A "JUMPER". Take a stong enough piece of rope, maybe 3 or 4 feet (or as needed) Tie one end to the OEM cleat, the other end to a second cleat that would allow the second cleat to float to move around for the best position to the load- and three feet farther out..

When My B323 was Brand New, I had six keys made a the local locksmith STORE. IN the U.S.
Can you Zerox the kex next to a ruler and post it. There really should be a mfg name and number.

The thing is that I am not in the US so I don't think it can work.
