Keel to hull joint issues...

I just bought a 1982 Catalina 30' tall rig. She was a salvge boat from Superstorm Sandy though the damage is minimal.
There are two small puncture-type holes below the waterline that did not hole through. They are easily repairable.
The bow pulpit is damaged and needs to be replaced.
The biggest issue I see is that the keel obviously hit something hard and exposed a horizontal crack in the glass around the front of the keel. The crack is about ten inches below the hull. There is water slowly dripping down the outside of the keel from the bilge. My question, or questions...
Is this where the keel to hull joint is, 10 or so inches below the hull and not where the keel and hull meet?
The keel bolts look solid though I haven't put a wrench on 'em yet. The boat is at a sailboat marina with skilled craftsmen and I'm pretty handy too.
Do you think simply dropping and rebedding (and then reglassing) the keel is the solution?
Any input would be helpful.

Dovetail, Yes, the keel to hull joint is below the hull as far as I can remember from my last haulout in 2012, I sanded down to the keel hull joint to make sure there were no cracks.
Don't know what your final solution will be.

Rebedding the keel is the "A" solution. This is rainwater in the boat, leaking down and out of the keel? If you've bought it salvage, you probably have some financial room under a repaired boat's future value, but be diligent, and do as much of the project, yourself, as possible. You will still own a 1982 boat, but it all can be very satisfying if you keep the whole process in view.

We had leaking keelbolts but didn't drop the keel. Definitely read up on the Catalina 30 bilge plywood issue and find, as best you can, about the condition of the keelbolts. Hidden corrosion within the keel stub (underneath the visible portion of the bilge) could be serious. In our case, we removed the plywood and found clean stainless bolts. We decided to complete the Catalina factory engineered bilge repair on the inside, then seal the hull and keel joint from the outside. Our yard pulled the mast and peeled the 26 years of bottom paint on the hull down to the gelcoat. We did the rest. It's a major endeavor, seriously. Good Luck. I paid $3,400 for the boat, delivered to my yard.
I have a working relationship with the owner, I'm a cabinet maker and have done some work for him.
I won't be writing any checks.
