Javelin -centerboard spindle and main sheet swivel cleat

I've been putting the Javelin back together after a restoration and have a few questions.

First question: The main sheet swivel cleat attaches at the centerboard trunk. The old fasteners were bolts. Not sure what they would hold onto, are there nuts epoxied on the inside of the trunk cap? They seem to spin when I put them back in so I went with screws and it's very solid.

Second questions: My Javelin is a 1969 so the centerboard line attaches to the spindle mechanism. I replaced the wire and put it back together and notice that the large spindle (holding the line) has little ss pins going through it and as it spins, they hit the pin sticking out of the part that attaches to the keelstep (holding the wire). Is that a safety "stop" to keep the board from swinging down too hard or is something wrong?

Thanks for the reply. I think it's warped a little, that's why it's hitting. Today I drilled and tapped a new hole a little further out so that the spindle now sits about an 1/8 away and doesn't hit anymore.
