Further more the issuer of said policy is no longer liable if my boat is conscripted for military use and is taken from me by the U.S. government .
There is actually historical precedent for this clause. USCG documentation evolved over the years from a program where the US Government had the ability to press into service vessels to help in the country's defense. This dates back to beginning of our country's history.

During WWI and WWII US commercial vessels were used to transport troops and goods from the US to the front. The same could happen today if your boat is documented.

If the Feds ever need to put my 36' boat into service in support of a war, we would have much bigger problems to address. However, insurance company attorneys pay attention to these highly unlikely events.
