In this photo there is a valve on my M-25

Universal diesel engine which is in my 1983 C-30.Is this fro changing the oil? How does it work? Do I connect a hose to it and then use a pump to pump the oil out? Or is it for draining the water out of the block?

YOUR PICTURE IS OF A VALVE TO DRAIN COOLANT FROMTHE ENGINE BLOCK. NORMALLY THERE IS A HOSE FROM THE BOTTOM OF THE OIL PAN TO PUMP THE OIL FROM.STEVE

Chip, If your engine doesn't have a hose coming off the oil pan and there is no room to get a catch pan beneath the engine to catch the oil from the drain plug (under the motor) you need to suck the oil out through the dipstick tube. It's not as difficult as it might seem. Many Universal Diesels need to be drained in this manner. Take a look for the drain hose under the engine first though...Good LuckFrank DavanzoC-27 #4583

valve

The valve looks like it is in the open position. I would check the engine before I restarted it.The hose to drain the engine oil should be very obovious. It feeds from the bottom of the oil pan. If you don't have one, the suggestion to use the dip stick tube is correct. "Topsider" is one of the brands of "oil suckers" that is designed to use the dip stick.
