Agreed. But whatever hardware went there is long gone. Previous owners had no idea what it was.It is something designed to be removed after use. No electrical connections.
I’d say some where in the boat you’ll find a compass wanting to be fitted into the outside round fitting.
Next time I am on the boat I plan on removing it and seeing if has markings on the back.looks like they emboss "Velocitek" on their mounts

The boat has a binnacle compass at the wheel from factory.Maybe it's what's left of a compass? Looks to be the right size and location.
