I think it was done on purpose.
Here is why.I recently rented one of those steel boxy dumpsters, the kind the truck picks up by it's front and flings it over its back. Well my house is in the country and the drive is about 200 feet long. They placed the dumpster by the road while I was gone and so, what happened was. I had to carry everything that long distance away from the house, Broken rakes, defunct weed wackers, old TV, Stereos, couple broken tables, a wobbly ironing board and the contents of 30 years of hanging on to pure JUNK. The Dumpster was over flowing after a week. It took about a week for them to come and take it away. However as the days went by, the dumpster became less and less full, and by the time it was picked up, it was only half full.......................SoMy guess is that boat had a trailer and a motor (of Value ) so the boat was towed to a parking lot near where there are boating people and left for the taking.
