There's a rope coming out of the top of the pole that my dinette table moves up and down on. Does anyone know it's function? It currently doesn't do anything. Thanks.

That rope is supposed to be tied to a weight inside the pole and the other end to the table to make moving the table up and down easier.

Unfortunately, @Franklin has summed it up exactly.

The only way to access the weight is to drop the mast and go inside the compression post. Wrestling with the table each time you want to raise or lower it would be an easier option:cuss:.

The counter weight is likely corroded and stuck in the compression post. I had the same issue. Fixed it with WD40 or PB blaster liberally sprayed down the post, then using a heat gun, mallet, and lots of force on the line to free the weight. Now I just add about 1/2 ounce of motor oil down the post once a year... it’s been fine now for 6 years.
