Short Answer (no math!)
Since the H17 is capable of planing, there is no theoretical hull speed limit. Hull Speed limitiations arise for boats with heavier keels that under normal conditions cannot sail on the surface of the water. They "displace" water forward and aft of their hull creating bow and stern waves that limit the hull speed. As I have just passed the limits of my physics knowledge, I'll let the real scientists and mathematicians take over. I'm sure a more precise answer will follow soon.
