Hull to Deck Joint Leak?

I recently looked at 1979 Catalina 30 for sale and only found one problem. There was water stains running down the interior of the hull behind the dinette cushions. They covered a significant area and did not always correspond to the location of the stanchions. Has anyone ever heard of the hull to deck joint leaking and how it can be repaired?

I have a '78 Catalina 30. On a recent trip out to Block Island in choppy seas we had the port rail under water, and I noticed water trickling down the side of the boat from the hull deck joint (not alot of water, but enough to concern me). Would love to know if others have experience with this. Does it imply structural weakness? Is there a fix?
