Well both ways work ;)
I mostly singlehand and so I find it's easier to deploy the pole with the genoa furled. It's easier for me all by myself.

When racing on a crewed boat we deploy the pole with the genoa flying. Just slack the sheet, clip the pole, set the sheet. With a crew it easy. By myself, no so much. Too much jumping around.
