Since a lot of this discussion mentions the lifesling rescue system I decided to research this a bit more on-line. Attached is a pretty decent video showing the whole process. I found it humerous that the MOB is named BOB.
Horseshoe buoy and throw line mount?

Leave the horseshoe in its mount without a line attached. Get a flap closure bag and fill it with line from the top with the end of the line out through a hole in the bottom and put a loop about 2 feet in diameter on the end. After throwing the buoy, reach in the bag grab the end of the line and throw the whole bag and loop to the person in the water, the line will nicely feed out the bag weighted with line will throw easily, oh and hold on the end you grabbed!
