I apologize for not mentioning your name, but it did not find one.
I also have a Vega (V 1682) with the original Proctor mast. The halyards
are all outside the mast, inside the mast are only 12 volt wires for the
navigation lights and the antenna wire for the mariphone.

Those wires run thru the ship and they might cause serious leaking. So
I made hole at the bottom of the mast and lead those wires outside the
mast. Thos 2 inch hole in the boat under the mast was closed.
There should be no trouble for you to install new halyards outside the
mast for your sails.
I hope your Vega has a roller jib.
Unfortunately, you are too far away to get my help.
