I had a similar situation a couple years ago after a hard grounding. With the exception of the lags pulling out. i did have some glass damage where the post goes through the hull. Fortunately, the bearings were OK. Here is how I fixed mine. First a new rudder stock. ( TUBE ) This was purchased for about 300 bucks. I took a cut off tool, and cut one side out of the rudder. I did not cut into the leading or trailing edge, but close to them. Inside I peeled out all the foam, and then the glass holding the rods in place. On my Seidelman, I had to take the rudder tube with the quadrant attached out through the cockpit, because it was impossible to get the quadrant off the rudder tube. This involved cutting out a portion of the cockpit floor. Once out I managed to get the quadrant off the old post, lined them up and drilled the holes for the locating rods, and cut the tube to length, using the old tube as a guide. Re installed the post, then replaced the rudder shell, and glassed in the locator rods. I then lightly glassed the cut out part of the rudder back in place. Drilled a series of 1" holes, three horizonatlly across the rudder, and then a similar series ever six inches vertically. Used these to pour in the foam mixture. After the foam was poured I then solidly glassed the rudder. The hull cracks were compressed back together using a big C clamp, and reglassed. A lot of work. The entire project took a week, and the cost was around 500 bucks.
