If the trouble is the holes don't quite line up then just drill them slightly over sized.

Looks like the bases are still bent a bit. short of a work bench mounted vise, try adjustable pliers. Not enough, warm it with propane torch.

Try using a ratchet strap connected to another fitting on the boat to pull in in the direction that it needs to be bent. A winch and line would be even better if the angle is correct
