Fuel system and motor mounts

It appears I would need to pull the tank out, clean it, and install an inspection port to access anything inside the tank. See pics earlier in thread.

Why can't a port be installed with the tank in place? Perhaps it's easier to abandon the existing tube (assuming it's clogged) and install a new one in the tank? Just a couple of potential ideas..
